１９９４年９月２３日から１０月２１日、米国政府および北朝鮮政府代表はジュネーブにおいて会談し、朝鮮半島核問題に関する全般的解決について交渉が行われた。
Delegations of the governments of the United States of America (U.S.) and the Democratic People's Republic of Korea (DPRK) held talks in Geneva from September 23 to October 21,1994, to negotiate an overall resolution of
the nuclear issue on the Korean Peninsula.
両国政府は、１９９４年８月１２日の米朝間合意声明で示された目標を達成し、核のない朝鮮半島のもとでの平和と安全の実現を目指した１９９３年６月１１日米朝共同声明の諸原則を支持していくことが重要であることを再確認した。
Both sides reaffirmed the importance of attaining the objectives contained in the August12, 1994 Agreed Statement between the U.S. and the DPRK and upholding the principles of the June 11, 1993 Joint Statement of the U.S.
and the DPRK to achieve peace and security on a nuclear-free Korean peninsula. The U.S. and the DPRK decided to take the following actions for the resolution of the nuclear issue:
両国政府は、北朝鮮の黒鉛減速炉および関連施設を軽水炉施設（ＬＷＲ）に転換することに協力する。
I. Both sides will cooperate to replace the DPRK's graphite-moderated reactors and related facilities with light-water reactor (LWR) power plants.
１）１９９４年１０月２０日の米国大統領からの書簡に従い、米国は、目標年である２００３年までに約２０００メガワットの発電総量を持つ軽水炉計画を北朝鮮に提供する準備を行う。
1) In accordance with the October 20, 1994 letter of assurance from the U.S.President, the U.S. will undertake to make arrangements for the provision to the DPRK of a LWR project with a total generating capacity of
approximately 2,000 MW(e) by a target date of 2003.
--- 米国は、北朝鮮に提供する軽水炉計画を資金的に支え、計画を供与する国際事業体を米国主導で組織する。米国は、国際事業体を代表して、軽水炉計画における北朝鮮との接触の中心を担う。
- The U.S. will organize under its leadership an international consortium tofinance and supply the LWR project to be provided to the DPRK. The U.S.,representing the international consortium, will serve as the principal pointof contact with the DPRK for the LWR project.
--- 米国は、国際事業体を代表して、本文書日付から６ヶ月以内に、軽水炉計画供与契約の締結に最善の努力を行う。契約締結のための協議は、本文書日付後、可能な限り早急に開始する。
- The U.S., representing the consortium, will make best efforts to secure theconclusion of a supply contract with the DPRK within six months of the date ofthis Document for the provision of the LWR project. Contract talks will beginas soon as possible after the date of this Document.
--- 必要な場合、米朝両国は、核エネルギーの平和的利用に関する協力のための二国間協定を締結する。
- As necessary, the U.S. and the DPRK will conclude a bilateral agreement forcooperation in the field of peaceful uses of nuclear energy.
２）１９９４年１０月２０日の米国大統領からの書簡に従い、米国は、国際事業体を代表し、軽水炉一号機が完成するまで、北朝鮮黒鉛減速炉およびその関連施設凍結によって生産不能になるエネルギーを補する準備を行う。
2) In accordance with the October 20, 1994 letter of assurance from the U.S.President, the U.S., representing the consortium, will make arrangements to offset the energy foregone due to the freeze of the DPRK's
graphite-moderated reactors and related facilities, pending completion of the first LWR unit.
--- 代替エネルギーとしては、暖房と発電用の重油が供給される。
- Alternative energy will be provided in the form of heavy oil for heating andelectricity production.
--- 重油の供給は、引渡しスケジュールについての合意に基づき、本文書日付の３ヶ月以内に開始され、年間５０万トンの割合で行われる。
- Deliveries of heavy oil will begin within three months of the date of this Document and will reach a rate of 500,000 tons annually, in accordance with anagreed schedule of deliveries.
３）北朝鮮は、軽水炉の提供と暫定的な代替エネルギーに対する米国側の約束を受け入れる際、黒鉛減速炉とその関連施設の建設を凍結し、最終的にはこれらを解体する。
3) Upon receipt of U.S. assurances for the provision of LWR's and for arrangements for interim energy alternatives, the DPRK will freeze its graphite-moderated reactors and related facilities and will eventually
dismantle these reactors and related facilities.
--- 北朝鮮黒鉛減速炉と関連施設建設の凍結は本文書日付の１ヶ月以内に完全に実行される。この１ヶ月間ならびに凍結期間中、国際原子力機関（ＩＡＥＡ）は、この凍結を監視でき、北朝鮮は、この目的に対してＩＡＥＡに全面的に協力する。
- The freeze on the DPRK's graphite-moderated reactors and related facilitieswill be fully implemented within one month of the date of this Document.During this one-month period, and throughout the freeze, the
InternationalAtomic Energy Agency (IAEA) will be allowed to monitor this freeze, and theDPRK will provide full cooperation to the IAEA for this purpose.
--- 北朝鮮の黒鉛減速炉および関連施設の解体は、軽水炉計画が完了した時点で完了する。
- Dismantlement of the DPRK's graphite-moderated reactors and related facilitieswill be completed when the LWR project is completed.
--- 軽水炉建設中、米国と北朝鮮は、５メガワット実験炉から生じる使用済み燃料を安全に貯蔵し、北朝鮮での再処理を行わない安全な形で処理する方法を協力して模索する。
- The U.S. and the DPRK will cooperate in finding a method to store safely thespent fuel from the 5 MW(e) experimental reactor during the construction ofthe LWR project, and to dispose of the fuel in a safe manner that
does notinvolve reprocessing in the DPRK.
４）本文書日付後できるだけ速やかに、米国・北朝鮮の専門家たちによる二種類の協議を行う。
4) As soon as possible after the date of this document U.S. and DPRK experts will hold two sets of experts talks.
--- 一つめの協議では、代替エネルギーおよび黒鉛減速炉から軽水炉への転換を話し合う。
- At one set of talks, experts will discuss issues related to alternative energyand the replacement of the graphite-moderated reactor program with the LWRproject.
--- もう一つの協議では、使用済み燃料の貯蔵と最終的な処理についての具体的な取り決めを協議する。
- At the other set of talks, experts will discuss specific arrangements forspent fuel storage and ultimate disposition.
II．両国は、政治的、経済的関係の完全な正常化に向けて行動する。
II. The two sides will move toward full normalization of political and economic relations.
１）本文書日付３ヶ月以内に、両国は、通信サービスや金融取引の制限を含め、貿易、投資に対する障壁を軽減する。
1) Within three months of the date of this Document, both sides will reduce barriers to trade and investment, including restrictions on telecommunications services and financial transactions.
２）専門家レベルの協議で、領事その他の技術的問題が解決された後、それぞれの首都に連絡事務所を開設する。
2) Each side will open a liaison office in the other's capital following resolution of consular and other technical issues through expert level discussions.
３）両国の関心事項において進展が見られた場合、米国・北朝鮮は、両国間関係を大使級の関係に進展させる。
3) As progress is made on issues of concern to each side, the U.S. and the DPRK will upgrade bilateral relations to the Ambassadorial level.
III．両国は、核のない朝鮮半島に基づいた平和と安全のために協同する。
III. Both sides will work together for peace and security on a nuclear-free Korean peninsula.
１） 米国による核兵器の脅威とその使用がないよう米国は北朝鮮に公式の保証を与える。
1) The U.S. will provide formal assurances to the DPRK, against the threat or use of nuclear weapons by the U.S.
２） 北朝鮮は、朝鮮半島非核化に関する南北共同宣言の履行に向けた取り組みを一貫し て行う。
2) The DPRK will consistently take steps to implement the North-South Joint Declaration on the Denuclearization of the Korean Peninsula.
３）本合意枠組みは南北対話を促進する環境の醸成に寄与するものであり、北朝鮮は、南北対話に取り組む。
3) The DPRK will engage in North-South dialogue, as this Agreed Framework will help create an atmosphere that promotes such dialogue.
IV．両国は、国際的核不拡散体制の強化に向けて協同する。
IV. Both sides will work together to strengthen the international nuclear non proliferation regime.
１）北朝鮮は、核拡散防止条約（ＮＰＴ）加盟国としてとどまり、同条約の保障措置協定の履行を認める。
1) The DPRK will remain a party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and will allow implementation of its safeguards agreement under the Treaty.
２）軽水炉計画供給に関する供与契約締結後、北朝鮮・ＩＡＥＡ間の保障措置協定のもとで、凍結の対象とならない施設に関して、特定査察および通常査察が再開される。供与契約締結までは、保障措置の継続性のためにＩＡＥＡが必要とする査察は、凍結の対象でない施設にも行われる。
2) Upon conclusion of the supply contract for the provision of the LWR project, ad hoc and routine inspections will resume under the DPRK's safeguards agreement with the IAEA with respect to the facilities not subject to the freeze. Pending conclusion of the supply contract, inspections required by the IAEA for the continuity of safeguards will continue at the facilities not subject to the freeze.
３）軽水炉計画の大部分が完了し、かつ重要な原子炉機器が提供される前の時点で、北朝鮮は、ＩＡＥＡとの保障措置協定（ＩＮＦＣＩＲＣ／４０３）を完全に遵守する。これは、国内核物質に関する北朝鮮側第一回報告書が正確かつ完全であるかを確認するための協議後、ＩＡＥＡが必要と考えるすべての措置を行うことを含むものである。
3) When a significant portion of the LWR project is completed, but before delivery of key nuclear components, the DPRK will come into full compliance with its safeguards agreement with the IAEA (INFCIRC/403), including
taking all steps that may be deemed necessary by the IAEA, following consultations with the Agency with regard to verifying the accuracy and completeness of the DPRK's initial report on all nuclear material in the DPRK.
